It's kind of neat to have someone who WOULDN'T cater to human interests. I find a big problem with the clinic-in-general in Paradisa is that it caters first and foremost to humans. When you're playing with stuff like aspirin being lethal to Gallifreyans and other such non-human concerns, it's even kind of dangerous for non-humans to rely on the clinic. I mean, in the past, Clark always went to the Ninth Doctor, not the clinic, if he had a concern.
Having someone there for animals would be important, too, given that the nearest vet is in the city.
