oh okay! i wasn't sure. i'm glad i didn't miss anything huge, haha.

the reason i ask is because i'm not sure all characters would be onboard with this solution ICly? so to definitively say "prisoners will have these collars now" seems a little, uh, definite to me. so i hope there will be room for IC discussion!
