I've only seen a few episodes of Panty & Stocking with Garterbelt, but Stocking seems spot on with me! I have a lot of fun reading her and she makes me tempted to give that canon another shot.
The only true issue I have, and it's one that I mentioned before before you did it, is the fact that I still feel Cross becoming a Dragonsworn is completely OOC for the character. Alexstrasza said again and again that the Dragonsworn oath takes precedence over all other causes - that they pretty much have to put them aside because their duties as a Dragonsworn are the most important. OOCly i don't know what Dolly told you guys, but ICly that's exactly what they know.
Cross? Is possibly the person most single-handedly devoted to beating the Earl in canon, arguably even more so than Allen. He waits 30 years (http://www.mangareader.net/dgray-man/206/9) to find Nea even though he had doubts (http://www.mangareader.net/210-15258-5/dgray-man/chapter-167.html) Nea would even come back, he nursed Allen back to health even though he had no experience with kids just so Nea's vessel wouldn't die, he raises Allen for the same reason and even though he grew to love the kid as a son? He is still willing to sacrifice him for the 14th. Does he feel very bad about it? Sure. But he still pretty much goes welp oh well essentially. Not only that, but Hoshino has said herself that 1) Cross finds Nea troublesome but is going through with this because he feels he has no other choice (meaning he's not doing these actions out of affection and rather devotion to the cause) 2) Cross is the only person the Earl fears and 3) He is the one with the most knowledge/ties to everything going on.
All these are actions of a man who wouldn't put his cause as less important because a woman he had only known for a little while gave him an offer. While I could see him being willing to help her out if she needed it, becoming a dragonsworn and saying yeah I put your cause before mine? To Cross that would be like Bruce Wayne completely giving up on Gotham or Robin Hood forsaking Nottingham. It's just unheard of for the character.
Not only that, but Cross is a very private person. He doesn't tell anyone where he's going ever (including Allen, his "son") and he even goes so far to use forbidden magic (http://www.mangareader.net/210-15219-10/dgray-man/chapter-128.html) so he can control the body of a dead Exorcist with the ability to cloak things- just so his presence can be concealed a great deal of the time. Alexstrasza being able to see from his eyes all the time? Definitely an invasion of privacy he would not dig.
Finally...I don't think his Innocence would allow it at all, no matter what kind of power Alexstrasza's is (since hey, Allen can be a NOAH and still use his). Because at the end of the day, Innocence deciding is if the accommodator is worthy is all about conviction and devotion to it. On two separate occasions Allen and Lenalee became unable to use their Innocence and only regained the ability once they sorted out their motives and conviction to wield it. Suman became a Fallen One because not only did he lose his conviction, but he betrayed the Innocence by putting seeing his family again before the war and gave information to the Noah. Cross taking an oath that he fully believes is saying he's putting Alexstrasza's cause is more important than the war? Would either make him a Fallen One or at best, make Judgement simply unusable.
I can completely understand and sympathize with how hard it is to play a character who feels useless because his cause is not here...but there are other ways around it than making him forsake it entirely. I even get doing slightly OOC actions for the sake of plot or CR. However this is not a slight infringement of ICness as just completely dismissing one of the major parts of the character for the sake of CR. Not only that, but CR that could still exist even if he had decided against being a dragonsworn. I doubt Alexstrasza or the other sworn would have never talked to him again if he had said no.
I'm sorry if this does sound harsh, I do love your Cross but this little bit is something I can't get on board with, sorry.
