Even if Wolvie doesn't want to join the Patrol, we can have plot-specific recruitment for people who can be persuaded to take down Riful without actually joining the team. After all, the plot is Riful vs. the castle residents, not Riful vs. the Peace Patrol, so I'm basically figuring on the Patrol doing a lot of organizing and leadership purely because they actually have a structure of some kind, while the non-Patrol residents help out where they're needed, with the Patrol's guidance to figure out who would be most useful where.
