Cole believes the people who were attacked deserve restitution--if only for their mental anguish--he'd be a lousy prosecutor if he was set on anything but punishment to the fullest extent of the law. He only thinks of it as revenge because he's kinda...twisted like that. And he's aware as a conniving bastard himself of how easy it would be to fake a loss and then walk away from it totally unscathed and un-investigated. So by forcing an inquiry into the matter and setting a precedent [?] and consequences, it ensures no evil bastards in the future can use a fake loss to skate through criminal charges.
